ACMA Publication Issue July 1, 2007 On Employee American Chinese Medicine Association (ACMA)
Government is elected by the people, and is funded by taxpayers. So the people/taxpayers are the shareholder and owner of the government (a company of the people/taxpayer). Government employees are employed by the people/taxpayer to run the company. Government employees are not above the government owner. It is the owner rather than the employee that represents the country. President Reagan said: "Government is not a solution to our problem, government is the problem." Recently, ACMA has encountered some government employees who have proved president Reagan's saying. These government employees started with bureaucracy and arrogance, thought they are government officials with almighty power above everyone and everything (including federal laws, the Constitution, and human rights), acted like the world saviour and the contemporary god, put themselves above laws, human rights and Constitution. They forgot they are only government employees employed by the government owner -- people/taxpayer, forgot everyone should respect and observe federal laws, the Constitution, human rights, and abused the power that people/taxpayers entrusted to them. This will cost their jobs and send them to jails if criminal activities involved. Human rights are people's rights -- the owner's rights. The Constitution is the people's rule -- the owner's rule. To keep the job, an employee should keep in mind of the owner's rights and owner's rule. Recommendation One cause leading to some government employee's bureaucracy and arrogance is due to the misleading term "government official". This term misplaces the positions between government employee and government owner, putting the employee above the owner -- people/taxpayer. Thus, the term "government official" sends a wrong signal and to some employees and causes above problems. To correct the problems and restore the right position between the owner and the employee, ACMA recommends that the misleading term "government official" be discontinued and abolished. The accurate term "government employee" should be used instead. The best government is the government of the right employee/owner relationship.
