People/taxpayers are owners of the country.  However, currently all three government branches are merely employees running the country company.  There is no counterpart of the Board of Directors to represent and protect the government owner's interests.  

In a company, stock/shareholders interest is the highest, and is represented and protected by the Board of Directors.  Similarly, in a country, the government owner's interest is the highest.  It is necessary to establish a Board of Government Owners to represent and protect the government owner's interests.

Election is a process to elect government employees.  Now people/taxpayer can only control the government employees by votes before election.  Once the election is over, the government owners lose control over the government employees unless they violate laws.  This is only half democracy.

Board of Government Owners can provide a removal mechanism based on the government employee's performances.  It will enable the people/taxpayer post-election control over the government employees.  

For a complete democracy, both mechanisms (election and removal of government employees) are needed.  Otherwise, the people/taxpayers will lose control over the government employees after election.      

Some people think now there is separation of power to balance the powers of the three government branches.  This, however, is the balance between government employees.  The counterpart of such separation of power in a company is similar to the balance between CEO and vice presidents.  It is clear that if there is no Board of Directors in the company, the balance between CEO and vice presidents will not be able to represent and protect the shareholders/stockholders of the company.  

Similarly, in a country because all three government branches spend taxpayers money, they do not have the responsibility that taxpayers have.  For example, the huge budget deficit and national debt is the combined efforts and results of both executive branch and the Congress -- both government branches just spend taxpayer's money (If the Board of Government Owners existed, it would not allow such huge national debt to occur).  Also, now federal judges are appointed by the president.  This has led to some federal judges say "Government is always right".  How could such judges to check and balance the executive branch?  So current government check and balance mechanism (separation of power) is not enough and is ineffective.  It is necessary to establish a Board of Government Owners.    

Some people think there is an impeachment process already, so there is no need for Board of Government Owners.  This, however, is untrue.  The impeachment and performance-based removal are very different. 

Impeachment Removal Process -- Impeachment is based on the laws.  It is a very basic process applicable to anyone (government employee or layperson) who has treason, bribery, or other high crimes and misdemeanors, etc.  For government employees, impeachment is to remove the government employees based on laws.  If the government employees do not violate laws, impeachment will not be applicable.  For layperson, treason, bribery, or other high crimes will be punished by laws too.  So impeachment is a very basic law enforcement process.  It applies to everyone.  Anyone violate laws will be punished by laws.

Performance-Based Removal Process -- Performance-based removal process is based on performances.  It is very crucial for all companies.  For example, in a company, if the CEO/president is a good law abiding citizen, but his/her job performances are poor and have not met the Board of Directors expectations.  Then the unqualified CEO/president could be removed and replaced by the Board of Directors based on his/her poor job performances.  Here no law is broken.  So no impeachment is indicated.  But poor job performance alone is enough for the Board of Directors to remove and replace the CEO/president.

Similarly, in a country, if the government employees (president, congressional representatives, judges, etc.) are not qualified, if their job performances have not met government owner's expectations (e.g. they fail to meet the yearly Budget Deficit and National Debt Reduction goal), they should be removed and replaced by the Board of Government Owners even they have not violated laws.  

In a company, if the CEO/president have not violated laws but do not perform well to protect the company owner's interest, they will be removed by the Board of Directors.  The same performance-based removal procedure should be established for a country too.  The performance-based removal process is necessary for both company and government. 

In evaluating company/country CEO/president, not violating law is only a basic criterion applicable to everyone.  This basic removal procedure is not enough for company/government employees because these employees are hired by the company/country's owners (stockholders/taxpayers) to run the company/country.  If they run the company/country inappropriately and poorly, their employment will be terminated by the company/country's owners even though they might have not violated laws.

Therefore, there should be a second criterion -- performance evaluation criterion -- to remove government employees if the government employee's performances do not meet the government owner's expectations.  This is because many mistakes/errors, although not violate laws, may cause severe damages to the country and the country's owners .  In other words, poor performance is not acceptable for all government employees (president, congressional representatives, and judges, etc).  So it is necessary to have a performance-based removal procedure.   

In sum, in addition to the basic standard (law standard) for everyone, there should be a higher standard for company/country employees (performance standard).  If the government employee's performance is poor and fail to protect government owner's interests, the employees (president, congressional representatives, judges, etc.) should be removed by the Board of Government Owners even if they have not violated laws.

Tax Shopping List.  What is the highest expense for each household?  Many people think it is the house or car.  However, this is untrue.  For each taxpayer, the highest expense is the tax, which is much higher than house and car.  When consumers buy any other products, there are always shopping lists for the products and expenses.  However, as to the most expensive product -- tax, taxpayers do not get a shopping list for what they pay for the tax.  Taxpayers do not know how the tax money is spent on.  Taxpayers do not know how could the nation get 10 trillions debt in the past eight years?  Where did the tax money go to?  How much was wasted?  How much was spent ineffectively or wrongly?  In the past 200 year's history, no administration had generated such high national debt.  Why this administration has made such national debt record?  What expenses have caused the huge national debt?  Taxpayers have the right to know the answer and demand government spending transparency.  Government has no money.  It all comes from taxpayers.  All the national debt will have to be paid back by taxpayers.  Taxpayers have paid the most expensive product (tax), but have no shipping list for the product.  The tax spending is entirely a black-box to taxpayers.  This is unfair to taxpayers, completely wrong and unacceptable.  Such a situation can exist and continue is because there is no Board of Government Owners to audit and monitor the tax money expenses.  After establishing the Board of Government Owners, one of the board's major task is to audit and monitor the three government branch's spending of tax money.  The board will publish a monthly and annual audit report to the government owners (people/taxpayers), and provide government owners (people/taxpayers) with a shopping list for the most expensive product -- tax.  

Outlaw Overspending.  As pointed out in Overspending Is A Forced Tax, Which Should Be Outlawed, government overspending is illegal and should be outlawed.  However, the government itself will be reluctant to do this.  After establishing the Board of Government Owners, outlawing the government overspending can be achieved very quickly and effectively.   

Control Money Printing/Creating.  As explained in Printing/Creating Money Should Be Approved By Taxpayers, printing/creating money should be approved by taxpayers.  Printing/creating money directly affect all people/taxpayer's buying power.  It is a hidden tax to all people/taxpayers.  Because all government agencies are tax money spending agencies, none of government employee or agency (president, treasury secretary, Federal Reserve, Congress, etc.) should have the authority to approve money printing/creating.  The Board of Government Owners will be the only representative of people/taxpayers which will have the authority to approve money printing/creating.  

From Tax-Paying Machine To Government Owner.  So far, the government is responsible for large scale overspendings and national debt without people/taxpayer's approval.  When the government needs money to pay the overspendings and national debt, it simply prints/create money.  This is a forced hidden tax robbing all people/taxpayers.  People/taxpayers are treated as "tax-paying machine" -- responsible for paying tax only without knowing how the overspending/national debt taxes were generated, and without learning what their tax money are spent on.  As pointed above, people/taxpayers are owners of the country.  They are not tax-paying machine.  After establishing the Board of Government Owners, the people/taxpayer's status will be changed from tax-paying machine to government owner.  

Complete Democracy.  The election and U.S. democratic system established by George Washington, Thomas Jefferson, etc. is a great step in human history.  It has enabled the people/taxpayers to "hire" government employee (president).  However, the election right is only a primitive level of democracy.  The democratic process usually only exists before election.  Once the election is over, people/taxpayers will lose control, and there is no effective mechanism to ensure the post-election democracy.  So election alone is not enough.  Election is an incomplete democracy.  To complete the democracy, government owners should not only have the authority to hire government employees (president, congressional representatives, and judges, etc.), but also have the authority to "fire" the government employees if they performances do not meet government owner's expectation.  The performance-based hire/fire mechanism will make the democracy more complete.  The goal of establishing the Board of Government Owners is to return the country's power from government employees (president, congressional representatives, judges, etc.) to the government owners (people/taxpayers), and to install the complete democracy.  This is what it should be in the democratic society.    

Appoint Government Employees.  In a company, the CEO/President is appointed by the Board of Directors.  Similarly, in a democratic country, in order to establish the hire/fire process, the Board of Government Owners should be able to appoint and fire the president by using the performance-based criteria.

Stop Government Overspending.  Government overspending is the major cause leading to the huge national debt, printing/creating money, down fall of dollar, and the 2008 economic crisis (2nd great depression).  After establishing the Board of Government Owners, one of the major task of the board is to prevent the government overspending.  This will help reduce the national debt, stop the printing/creating money, and prevent the fall of U.S. economy.   

Stop Lobbyists and Special Interest Groups.  After establishing the Board of Government Owners, the openness of tax spending (providing taxpayers with the tax shopping list) will expose all the lobbyists and special interest group's influences, and can effectively stop such activities.

Stop Wasting of Tax Money.  Currently, many tax money are wasted in many wasting and irresponsible programs.  After establishing the Board of Government Owners, the tax shopping list will expose and eventually stop these wasting and irresponsible programs.  

Reduce Taxes.  After stopping the wasting and irresponsible programs, large amount of tax money will be saved.  This will make it possible to lower taxes rather than increase taxes.

Prevent National Debt.  As pointed out in other articles of the ACMA 2008 Special Report series, current economic crisis started with the 10 trillion national debt and government printing/creating money spree.  These have happened and destroyed U.S. economy because currently all three government branches are all tax spending branches.  There is no board to audit and monitor the tax spending, and save tax money for taxpayers.  After establishing the Board of Government Owners, one of the top priority is to audit and monitor the tax money spending.  There should be a yearly performance review and evaluation on the national debt.  If the national debt gets increased, the related government employees (president, treasure secretary, etc.) could be fired by the Board of Government Owners.  This will effectively reduce the national debt to zero.

Stop Money Printing/Creating.  Currency is the stock of a country.  Currently, print/creating money is decided by the government employees.  Use the company as an example, printing/creating money by government employees for a country is similar to issuing stock by company CEO for a company.  Apparently, this is inappropriate and wrong.  For a company, issuing stock should be decided by the company's Board of Directors.  Similarly, for a country, printing/creating money (country's stock) should be decided by the government owners (taxpayers).  After establishing the Board of Government Owners, the Board will freeze and stop money printing/creating to protect taxpayers.  Because printing/creating money is an uncapped hidden tax, it (similar to other tax increase) should not be approved unless majority of taxpayers approve it.  The final decision on money printing/creating is at all taxpayers.  The Board will not authorize money printing/creating unless majority of taxpayers approve it.  This will effectively prevent current economic crisis from happening again. 

Protect Currency.  In the past eight years, the dollar has been depreciating continuously due to the special interest groups (export-oriented international companies) influences.  Export-oriented international companies need a weaken dollar to boost their exports.  However, a weaken dollar will lower, decrease, and evaporate everyone's incomes, savings, and buying powers, etc., including the export-oriented international companies.  So depreciating dollar will hurt everyone.  For the export-oriented companies, if the dollar is depreciated to 50 cents, although a weaken dollar may boost their export by 20%, but the dollar today is no longer the dollar before.  Today's dollar is only worth 50%.  So the net result to the export companies is the a loss of 30%.  So there is no winner in depreciating the dollar.  People/taxpayers lose 50%, and the export-oriented companies lose 30%.  Currency is the stock of a country.  For a company, the Board of Directors (company owners) will not allow the company's stock to decline.  Similarly, government owners (people/taxpayers) will not allow the dollar to decline.  After establishing the Board of Government Owners, the board (government owners) will not allow the dollar to decline.  This will protect all people/taxpayers effectively.    

Pre-election vs. post-election.  Currently, people/taxpayers only have control on politicians before election.  But once election is over, the control is over too.  As a result, many people/taxpayers are very upset and angry when politician's broke their election promises and betrayed the people/taxpayers.  People/taxpayers do not know most candidates.  Therefore, people/taxpayers should not trust politician's promises before election.  Empty promises can be very misleading.  Many people regret that they elected someone they do not like later on.  So election alone is ineffective for democracy.

Words vs. facts.  People/taxpayer's pre-election control is based on politician's promises before election.  Promises are words, which cannot guarantee good performances.  Facts speak louder than words.  People/taxpayers need to have post-election control based on government employee's performances.    

Post-election.  If the Board of Government Owners (Taxpayers) is established, it will protect us after election no matter which politician is elected, just as the Board of Directors does for a company.  So the Board of Government Owners can protect taxpayers any time so that taxpayers do not need to worry about politician's empty promise in election years.

Reform Election System.  Under current election system, most people do not know the candidates.  They choose candidate mainly based on the candidate's words and promises.  This is not safe.  Also this has generated the party politics.  To correct these problems, it is suggested to mimic the hiring process of the CEO in a company.  People elect the Board of Government Owners directly first.  Then let the board hire the president.  This process has the following advantages: (1) The party politics will be avoided.  (2) The board can send a clear message to the president during the hiring process -- The board will evaluate the president's actions rather than words (promises).  (3) If the president does not meet the performance expectation, he/she can be fired by the board in one year.  This new election system may reduce the errors (elect wrong candidate) in current election system.               

Trust to Government.  Many people/taxpayers now are very frustrated by the government and say they have lost trust to the government.  This is due to the defect of current government structure.  In a company, the shareholders/stockholders rely on the Board of Directors to monitor and control the company CEO/president.  They usually do not put their trust directly to the CEO/president without relying on the function of Board of Directors.  Similarly, in the country, people/taxpayers should not put their trust to the government directly without relying on the Board of Government Owners.  We have to have a Board of Government Owners to protect government owners interests.  Trust alone without the Board of Directors cannot protect a company's shareholders/stockholder.  Similarly, trust alone without the Board of Government Owners cannot protect people/taxpayers.    

End Party Politics.  Now because election decides everything, the party politics dominate the society, which has hurt people/taxpayers significantly.  In fact, there is only one country.  All people/taxpayers are owners of the country, and they should unite together for the best interests of the country.  After establishing the Board of Government Owners, the government employees (president, congressional representatives, and judges, etc.) can be fired after election based on performances.  So election will not dominate everything.  Therefore, the relationship between government owners vs. government employees will be the dominant relationship and will replace the party politics.  This will benefit the country much more than the party politics does.      

Stop Pay-to-Play Politics.  For years, politicians receive donations to run public offices.  As a result, the politicians are driven by pay-to-play politics.  After establishing the Board of Government Owners, government employees (president, congressional representatives, and judges, etc.) will be elected by the Board.  They will not be able to receive donations.  In addition, the Board will monitor all government employees.  This will help eliminate the pay-to-play politics. 

Protect Freedom.  Freedom is one of the highest goals of human beings.  No one wants to be controlled by someone else unnecessarily.  No one want to be told, ordered, or forced to do things.  Generally speaking, the government is a restriction, block, and obstruction to the freedom.  The less government restriction, the more freedom.  Smaller government means more freedom for people/taxpayers.  In fact, what a government should do is to just to protect the safety for the government owners at the national defense level (preventing invasions) and the local safety level (preventing crimes and ensure public safety).  Other than these basic functions, the government should not interfere with the government owner's freedom.  In this sense, the government governs the least governs the best.  The Board of Government Owners can effectively curtail and restrict the government expansion, and limit the government to the minimum size, and protect the government owner's freedom.   

Prevent Government Over-Regulations.  All human activities have two sides: positive functions (benefiting the society) and negative effects (harming the society).  The right, appropriate government regulation should promote the positive functions and restrict the negative effects.  If a government regulation goes beyond that, it will restrict the positive functions, which will do more harms than good to the society.  For example, some inappropriate government regulations often can damage a profession, cause monopoly, restrict competition, and obstruct the growth and development of the field.  As a result, the people/taxpayer will become victims of the inappropriate regulation.  In medicine, over-regulation can restrict the people's access to the treatment they need.  Then many people would be hurt or even die because they could not get access to the medicine due to the government over-regulation.  Therefore, government over-regulation can take away people's freedom to get access to the treatments they need, which can do more harms than good to people/taxpayers.  In short, the goal of government regulation is to restrict negative effects and ensure public safety.  It should not restrict the positive function of human activities.  Any government over-regulation, if it causes more public dangers, the over-regulation should be abolished.  In this sense, no regulation is the best regulation.  Examples like this are endless.  After establishing the Board of Government Owners, inappropriate government over-regulations can be curtailed and prevented more effectively so that positive functions are ensured, and negative effects are restricted properly. 

Prevent and Make Use of Monopoly and Dictatorship.  Government is a company of the people/taxpayers.  It uses the name of the people, but the government employees usually work for their paychecks mainly.  As a result, the power from the people can lead to monopoly and dictatorship, and the motive (work for paycheck) can lead to bureaucracy.  The motive is human's nature, but the monopoly and dictatorship can be prevented.  As mentioned above, all human activities have two sides: positive functions and negative effects.  For positive functions, competition is encouraged in order to prevent monopoly and dictatorship.  If government involves in the positive functions, monopoly and dictatorship can suppress competition and do harms to society.  In medicine, the FDA should only involve in the food and drug side effects area to ensure their security only, and should not involve in the food and drug functions.  However, the FDA has stepped into the functions area, and has caused many negative monopoly in medicine.  For example, FDA declares that the herb cannot diagnose, treat, and cure diseases.  This statement is completely against facts, truths, medicine, science, and history.  It has done many harms to American people.  In short, government should not involve in positive function activities.  For negative effects, it is suggested to make use of monopoly and dictatorship in order to stop the negative effects completely.  If government involves in this area, monopoly and dictatorship can stop the negative effects quickly, which will benefit the society.  So government should involve in negative effect activities.  After establishing the Board of Government Owners, the board will restrict the government roles in negative effects mainly, and leave the positive functions to compete.                 

Prevent Bureaucracy and Corruptions.  Power breeds bureaucracy and corruption.  Unchecked powers will eventually foster bureaucracy and corruption.  Currently power checking is between three government (employee) branches only.  There is no government owner power checking mechanism.  This is the root cause leading to current bureaucracy, corruption, and many other social and economic problems.  Establishing the Board of Government Owners will install the most effective power checking mechanism (much more effective than current separation of power), which will greatly reduce the bureaucracy and corruptions. 

Save Taxpayer Money.  Someone expect government to solve all everything for them.  This is impossible.  On the contrary, government involvement can cost taxpayers more money.  The Social Security and Medicare crisis are examples.  Without these programs, taxpayers will pay much less taxes.  Buy saving these tax cuts into bank, taxpayers will get better return when they retire than through the Social Security and Medicare.  This is because, the more government programs, the more bureaucracy, corruption, and waste of tax money.  In other words, taxpayers are wasting money to buy troubles.  This is determined by the nature of government employees.  In a company, all employees work for their paychecks.  Similarly, all government employees work for their paychecks rather than for the government owners.  The more government employees, the more taxes taxpayers have to pay, and the more burden to the taxpayers.  To reduce taxes, it is very important to cut the number of government employees to the minimum.  This will require to cut and eliminate many wasting government programs.  After establishing the Board of Government Owners, the auditing and eliminating wasting government programs and employees will be a top priority.  This will save all taxpayers billions and trillions of dollars.

Protect Constitution.  From 2000 to 2008, the government has violated Constitutions repeatedly many times.  Forced by the pressure from the government employee (president), some federal judges even said "government is always right".  It is extremely dangerous for federal judge to say such words.  Government is like a company.  In a company, company CEO/president cannot be always right.  Many company CEO/presidents were removed by the Board of Directors due to poor performances or wrongful behaviors.  Similarly, in a country, the government (employees of people/taxpayers) cannot be always right.  If government is always right, why should we have "separation of powers"?  The installment of Constitution "separation of power" is just because the government can be wrong, can abuse power, can corrupt, can conduct organized crimes, and can become dictators.  After establishing the Board of Government Owners, any government employees (president, congressional representatives, federal judges, etc.) violating the Constitution will be fired instantly.  So the Board of Government Owners can very effectively protect the Constitution from being attacked and undermined by government employees.  

Limit Congressional Representative's Term.  In order to reduce and prevent lobbyists and special interest group's influences on Congress, the congressional representative's terms should be limited to two (eight years).  This has been a public demand of people/taxpayers for many years.  However, it is very difficult to proceed because current congressional representatives have no drive to pass a bill to limit their terms.  After establishing the Board of Government Owners, the board will be able to limit the congressional representative's terms very effectively. 

Appointing Judges.  Currently, the federal judges are appointed by president.  This undermines the separation of power.  Above incidents are examples how the federal judges are influenced by the government.  After establishing the Board of Government Owners, the federal judges should be appointed by the Board.  In this way, the federal judges will be completely independent of the executive branch, and the complete separation of power will become possible. 

Separate U.S. Attorney from Federal Court Building.  Now the U.S. attorneys work in the federal court building.  This provides the opportunity for U.S. attorneys to get to know the federal judges and influence judges.  Someone said: the U.S. attorneys never worry about losing case.  This is unfair to people/taxpayers.  Private attorney represents government owners (people/taxpayer), and U.S. attorney represents government employees.  Why the U.S. attorney never worry about losing cases?  Is the government employee always right?  This is another infringement on the separation of power by mixing the U.S. attorney into the federal court building.  The U.S. attorneys should move out of the federal court building, and should have equal stands with private attorneys.  After establishing the Board of Government Owners, such infringement on separation of power can be stopped more effectively.  The board may monitor and protect the separation of power.  

Protect Human Rights, Constitution, and Civilization.  From 2000 to 2008, the government has violated human rights in many areas.  Under the excuse of anti-terrorist, the government secretly listen phone calls and reading emails of millions of people/taxpayers without court order and without any evidences.  Many people who are political and/or personal opponents of government employees might be put under the monitoring list.  In other words, the government uses the taxpayer's money to monitor taxpayers.  Taxpayers money might be abused for political and personal purpose without approval from taxpayers.  Many people/taxpayer's privacy are intruded and private communications are listened, read, and watched.  These have seriously violated people/taxpayer's human rights.  If there are evidences, and if there is a court order confirming terrorists, monitoring is understandable, acceptable, and justified.  However, without any evidence and without court order, just monitoring government owners based on someone's arbitrary decision is completely unacceptable.  This "someone" can put his/her political rivals, personal enemies, business competitors, or even rival in love etc. into the monitoring list.  There is no oversight of such dangerous behaviors (it is a crime to monitor innocent people/taxpayers).  This is anti-constitutional, anti-human rights, protrude government owner's privacy and freedom, and should be stopped right away.  In fact, any anti-constitutional and anti-human rights government employees are no better than terrorists.  Wronging an innocent people/taxpayer unjustly is as worse as letting off a terrorist.  Such massive monitoring program without court order creates a new form of terrorism, which directly threatens the constitution, human rights, and all government owners (people/taxpayers).  This new form of terrorism is very dangerous to human civilization.  It will not just destroy two buildings.  It is a war on American ideal, constitution, and American people/taxpayers.  It will destroy the entire fundamental framework and structure of constitution, human right, and human civilization.  After the Board of Government Owners is established, if any government employees (president, congressional representatives, judges, etc.) violate constitution and human rights and create the new form of terrorism, he/she will be fired instantly.  The Board of Government Owners can effectively protect the constitution, human rights, and human civilization.

Save Tax Money and Reduce Tax.  Above program monitoring millions of taxpayers without court order is not only immoral, anti-constitutional, anti-human rights, but also wasting huge amount of tax money.  It might be one of the causes leading to the huge national debt and current economic crisis.  This is because 24 hours monitoring one person's home phone line requires 3 employees.  24 hours monitoring one person's cell phone line requires 3 employees.  24 hours monitoring one person's internet activities requires 3 employees.  24 hours monitoring one person physically requires 7 employees.  So 24 hours monitoring one person above 3 activities requires 16 employees.  24 hours monitoring 1 million people/taxpayers requires 16 millions employees.  If one employee's salary is $50,000 a year, 16 million employee's salary is $800 billions a year.  For 8 years, the 16 million employee's salary expense is $6.4 trillions (this does not include the facilities, equipments expenses, etc.).  This probably provides an answer for the $10 trillion national debt.  Spending trillions of taxpayer's money to monitor taxpayers might be how the huge national debt came from, which triggered current economic crisis.  So financially, the country cannot afford such monitoring program either.  After establishing the Board of Government Owners, the board will limit the monitoring program to those real terrorists with court orders, and will not waste huge amount of tax money to monitor millions people/taxpayers.  This will save trillions of tax money, and will be possible to reduce tax for everyone.      

Save the Nation's Economy.  Many people think the huge national debt was caused by the war.  However, this is untrue.  So far the Iraq war cost is about $600 billions.  But the national debt is $10 trillions.  So the war cost is only a small portion of the national debt.  From above we see that the massive spying program is probably the chief cause leading to the huge national debt.  Because these spending does not have transparency, taxpayers do not know exactly what caused the huge national debt.  If above analysis is correct, it means that the massive spying program created the huge national debt, which destroys the U.S. economy.  After establishing the Board of Government Owners, the board will not allow such unconstitutional, anti-human right, and costly program exist, which will save the nation's economy.      

Prevent Economic Crisis.  In some senses, the 2008 economic crisis is a result of government violations of Constitution and human rights.  The government was seriously affected by special interest groups, and violated the constitutional rights and human rights of people/taxpayers.  For example, printing money to depreciate dollar is driven by international companies, which will boost their export sales.  However, this is done at the expense to tax (invisible, hidden tax) people/taxpayers at home.  So the 2008 economic crisis is just an example indicating how dangerous it is if the government is driven by special interest groups.  After the Board of Government Owners is established, it will audit the three government branches every month, and the special interest groups will have no chance to influence the government.  This will prevent the 2008 economic crisis from happening again.       

Stop Invisible, Hidden Tax (money printing/creating).  In the past eight years, due to the money printing/creating spree, all taxpayer's buying powers are reduced.  More and more people face financial difficulty.  If the Board of Government Owners existed, it could stop the money printing/creating spree (a national crime stealing taxpayer's money) very quickly eight years ago and prevent the decrease of taxpayer's buying power.   

Stop Property Tax Increase.  Recently, many house values have dropped.  Accordingly, the property tax should be decreased.  However, in many places, instead of decrease, the property tax continue to increase despite of the decrease of house values.  This makes many taxpayers very upset and angry.  If the Board of Government Owners is established, it can stop the unreasonable property tax increase very quickly and effectively. 

Voluntary Property Tax.  Property Tax is for the public school.  Due to following reasons, the property tax should be voluntary rather than mandatory.  (1) No Children Taxpayers.  Some taxpayers do not have children.  They will never use the public school.  So these taxpayers should have the choice not to pay property tax. (2) No School Year Children Taxpayers.  Some taxpayer's children already graduate.  These taxpayers should have choice not to pay property tax.  (3) Declining Public School Quality.  Some taxpayers prefer to private school.  These taxpayers will not use the public school, and should have the choice not to pay property tax.  (4) User Pay.  For taxpayers who choose to use the public school, they may pay property tax.  For those who do not use the public school, they should have the choice not to pay.  Currently, the property tax is completely dictated by the county government.  If the Board of Government Owners is established, it can stop the unreasonable "forced property tax" and establish the user-to-pay voluntary property tax system. 

Voluntary Medicare and Social Security Tax.  Tax indicates government services for government owners.  However, based on current trends, the Medicare, Social Security, etc. are going to bankrupt soon.  The government will not be able to provide services it promised.  This made many taxpayers very anxious and upset.  Some of them said if they set aside the money (Medicare, Social Security taxes, etc.) by themselves as saving accounts, they would not bankrupt, and will have higher return.  For example, currently for each $100 social security tax, $20 to $30 is spent on the salary and other operation costs of the Social Security Administration, and only $70 to $80 will be left for the taxpayer.  This will waste the taxpayer's money, and is a major cause leading the Social Security system to bankruptcy.  However, if the taxpayer set aside $100 in the bank by him/herself, all $100 will be applied to him/her, and there will be no risk of social security bankruptcy.  This raises the issue of voluntary tax.  Taxpayers should have the opportunity to choose whether they want to enroll into government run taxed programs or not.  Facing the bureaucracy and poor government performances, taxpayers should have the choice to not enroll into the tax programs.  In other words, taxes should be voluntary rather than mandatory.  Mandatory tax is a government over-regulation, and should be stopped.  After establishing the Board of Government Owners, all government mandatory programs will be reviewed.  If they belong to over-regulations, the board can eliminate them effectively.     

From Government to Servement.  The term "government" stresses the government's function to govern the people, which is applicable to ancient societies.  In today's democratic society, the government's function is to serve the people rather than govern the people.  Therefore, the term "servement" is more appropriate to describe a democratic government.  After establishing the Board of Government Owners, the transition from government to servement will become possible.

Unlimited Functions.  Because the Board of Government Owners can protect people/taxpayers on all issues, the list of issues that Board of Government Owners can do for people/taxpayers is unlimited.  

Small Size.  Based on above functions of the Board of Government Owners, it is recommended to have a small board.  Each state elects one board member will be appropriate.    

Term Limit.  To avoid current congressional representative's unlimited term problems, members of the Board of Government Owners should have a term limit (two terms maximum).
